How can scientists get involved to share their views and experiences so that the protocol is implemented with awareness of their situations?

Yes, they definitely do! Sometimes there are calls for public comment or opinions. You can also write anytime to a national focal point expressing your viewpoint as a member of your scientific community and a stakeholder in the development of policies. Our focal point in the USA is Dr. Stephanie Aktipis who can be reached at US-NagoyaFP@state.gov.

In some, yes. Generally countries are encouraged to involve all of their stakeholders, including the scientific community. In practice, most countries are still at an early stage.
